The Embu County government has been exposed for paying five ship crew workers for over a decade, despite having no ships or bodies of water requiring such staff.
These coxswains and deck masters have collectively pocketed over Ksh 17.9 million in salaries since 2013.
While county officials claim the workers were inherited from the national government and are being "retrained" for other roles, no clear explanation was given for the decade-long delay in regularizing their employment.

According to a breakdown of the department’s Personnel Emoluments vote-head, five workers under the designation of coxswains and deck masters each earn a monthly basic salary of Sh24,970, allegedly working in non-existent vessels owned by the county government.
