On Tuesday, Mr Dida was arrested at Globe Cinema Roundabout following a complaint by a good Samaritan who noticed the officer engaging in an argument with a motorist, Najma Ali Magongo.
A police officer privy to the matter said that Ms Magongo was driving her car when she was stopped by the officer who was in full uniform.
The officer claimed that she was breaking traffic rules and demanded that she drive the car to the police station.
However, on the way, he allegedly asked her to pay him Sh15,000 to secure her release.
