Senior Kuppet official charged with appointing himself to pension scheme
Kuppet official Sammy Chelimo Chelang’a was accused of presenting the fake form to Treasury PS Dr Chris Kiptoo.
A senior union official has been charged with presenting a fake document recognising him as a trustee of the Public Superannuation Scheme (PSS) to the Principal Secretary of Finance, Dr Chris Kiptoo.
Sammy Chelimo Chelang’a, the Kenya Union of Post Primary Education Teachers (Kuppet) National Secretary for Tertiary Education Teachers, allegedly gave the the PS the form while knowing that it was false, according to the charge sheet by the Director of Public Prosecutions (DPP).
The trial magistrate was told that Mr Chelang’a claimed that the form in his possession had been validated by Kuppet Secretary-General Akello Misori, who had allegedly signed it.
The union official was accused of presenting the fake PSS form to Dr Kiptoo on January 31, 2024 with an intention of defrauding the government.
The DPP, through a prosecuting counsel, said the nominee document permitting Mr Chelang’a to access the civil servants’ pension funds for Kuppet members was dated January 31, 2024.
He was charged before Milimani senior principal magistrate Rose Ndombi on November 20, 2025 where he denied making the false document. The unrepresented union official applied to be released on bond, claiming that the charges arise from internal differences between him and some union officials and that “it has been resolved.”
However, that claim was countered by the prosecuting counsel stating that “if the dispute had been resolved then the accused should not be in court.”
Mr Chelang’a was advised to liaise with the DPP’s office if the matter had been amicably resolved before the court communicates further directions. The magistrate heard that Mr Misori had nominated National Treasurer Wicks Mwethi Njenga as the union’s nominee in the PSS.
The prosecution did not oppose bond. He was released on a cash bail of Sh500,000.
The case will be mentioned in two weeks for pre-trial directions.
