Kisiang'ani out, Oluga named PS as more Raila men join Ruto government

President William Ruto has nominated 14 individuals to serve as Principal Secretaries (PSs) and re-assigned six others in the latest major shake-up of his administration.

In the changes, the president has picked more allies of opposition leader Raila Odinga to join his Kenya Kwanza administration, days after the two political foes-turned-allies signed a political deal.

Dr Ouma Oluga has been named Medical Services PS, Amos Gathecha promoted from PS to Deputy Head of Public Service and Prof Edward Kisiang'ani dropped as ICT PS and appointed Economic Adviser in the new changes.

He has also nominated Dr Jane Imbunya to serve as Public Service and Human Capital Development PS, Regina Ombam (Trade), Cyrell Odede (Public Investments and Assets Management), Dr Caroline Karugu (East African Community (EAC) Affairs), Ahmed Ibrahim (National Government Co-ordination – Office of the Prime Cabinet-Secretary) and Judith Pareno (Justice, Human Rights and Constitutional Affairs).

Others nominated are Dr Bonface Makokha (Economic Planning), Prof Abdulrazak Shaukat (Science, Research and Innovation), Stephen Isaboke (Broadcasting and Telecommunications), Michael Lenasalon (Devolution), Fikirini Kahindi (Youth Affairs), Carren Achieng (Children Welfare Services) and Aden Millah (Shipping and Maritime).

Prof Shaukat, who is former Vice Chancellor of Umma University, will now head a new State Department in the Ministry of Education created by President Ruto.  He will be in charge of the Science, Research and Innovation Department which has been hived off from Higher Education.

President Ruto has also reshuffled a number of PSs: Julius Bitok moved from Immigration to Basic Education, Bellio Kipsang from Education to Immigration, Elijah Mwangi from Mining to Sports, Harry Kimtai from Health to Mining, Ismael Madey from Youth Affairs to Special Programmes and Teresiah Mbaika from the State Department of Devolution to Aviation.
