Siaya Governor James Orengo has announced his intention to contest the presidency in 2027, signalling the start of what insiders describe as a calculated political offensive against President William Ruto’s re-election bid.
The declaration comes after weeks of intense consultations and high voltage political rallies across Nairobi, Western Kenya, and the Nyanza regions, where pressure has been mounting from Mr Orengo’s supporters demanding that he step onto the national stage.
What began as routine Orange Democratic Movement engagements and his declaration as the Party leader has now exploded into a full blown campaign to position him as the face of resistance politics heading into 2027.
Mr Orengo, working closely with the hardline Linda Mwananchi faction within ODM including Nairobi Senator Edwin Sifuna, Embakasi East MP Babu Owino, and Vihiga Senator Godfrey Osotsi, has consistently maintained that the party has no shortage of leaders capable of mounting a serious presidential challenge.
But political observers feel Mr Orengo’s move is about more than State House ambitions. It is also a strategic bid to crown himself the undisputed political kingpin of the Luo nation, strengthening his position ahead of expected coalition negotiations with either President Ruto’s camp or the United Opposition that is reportedly seeking him as co-principal.
Speaking on Thursday during charged political rallies in Muhoroni and Nyakach, Kisumu County, Mr Orengo declared that the Luo community must field a presidential candidate capable of bargaining from a position of power in Kenya’s shifting political battle field.
"Today I saw the list of possible presidential candidates in this country and the major tribes were represented, yet there is no one from the Luo community. How do you expect to negotiate with other political parties from a position of strength if you don’t present a presidential candidate?” Mr Orengo posed.
It is against this backdrop that he positioned himself as the natural heir to the late Raila Odinga, and the best placed to challenge President Ruto.

“Even when negotiating with President Ruto, it is only prudent that I do so as a presidential candidate and tell him it is his seat I am after. As Orengo, I am very capable of being the president. How many of you affirm this?” he posed to the crowd in Katito and Awasi town centers in Kisumu as his supporters responded in the affirmative with cheers.
He maintained that supporting the current government unconditionally is untenable amid escalating cost of living and other pressing local concerns.
According to him residents of Kisumu and the four counties of Nyanza have continuously voiced a growing disillusionment, arguing that they cannot claim to be part of a "broad-based" government while a number of projects are incomplete.
He gave an example of the collapsed sugar factories in the Nyando sugar belt such as Miwani, Chemelil, and Muhoroni, roads in deplorable state with the sense of neglect deepened by the perennial inter-ethnic violence in Sondu along the Kisumu-Kericho border, a persistent nightmare that continues to claim countless lives without resolution.
Mr Orengo also pointed out that the stalling of the Koru-Soin multipurpose dam has left the residents of West Nyakach at the mercy of perennial flooding, displacing families and destroying livelihoods year after year.
“Driven by these systemic failures, the people of Muhoroni and Nyakach agree that as a community, we must stop occupying the position of beggars within the political landscape and instead mount a serious campaign for the presidency to secure our own future,” said Governor Orengo.
He said the first thing he will push for is the restoration of the sugar factories and not give them to private investors.
The governor also asked the elected leaders seeking re-election to align with him, or risk being voted out by the electorate come 2027 saying it is his team that can be trusted with steering the country in the right direction and fighting for the interests of the people.
“When anybody comes here, ask them to join Orengo’s team. When I served under Jaramogi Oginga Odinga, we had MPs who were stuck with President Moi who were never re-elected. Give notice to those MPs supporting Ruto in the broad based government that if they do not work with me, they will all be sent home,” said Mr Orengo.
He however did not make it clear whether he will be contesting for the presidency on an ODM ticket or another party, but maintained that he was the Party leader of the Orange Outfit.
The past few weeks Siaya Governor had started giving hints of going for the country’s top seat, one by challenging Dr Oburu Oginga for the ODM Party Leadership position, whose holder is usually the automatic party’s presidential flag bearer.
His faction has been calling for a properly convened Party National Delegates Conference to allow members to decide who the Party Leader should be before 2027 elections.

The Siaya Governor’s declaration also comes few days after the ODM Party National Elections Coordinating Committee Chairperson Emily Awita invited applications for six elective seats, including the presidency.
The announcement is also buoyed by the opinion polls conducted by Trends and Insights for Africa (TIFA), revealing that the Linda Mwananchi was getting traction from across the opposition supporters in the country, with an approval rating of 73 per cent against the Dr Oburu Oginga-led faction which polled a paltry 24 per cent.
This is likely to stir some political heat especially at a time when the polls gave his comrade Mr Sifuna and approval rating of 10 per cent were he (Sifuna) to contest for the presidency.
It is not clear however whether the Nairobi Senator will defend his seat or take a leap of faith and go for the top seat.
Should he proceed with his candidature, it will be the second time Mr Orengo is making a stab at the presidency. The first was in 2002 when he contested on a Social Democratic Party (SDP) ticket but lost.
