PSC advertises jobs for Principal Secretaries

The Public Service Commission has advertised vacancies for Principal Secretaries. The commission has said that applications must reach it on or before December 4, 2024.

The PSC made the announcement through advertisements published in local dailies and on its official website, detailing the qualifications, roles, and responsibilities of the positions.

To be eligible, candidates must possess a degree from a university recognised by the Commission for University Education. In addition, applicants must have at least 10 years of professional experience, with a minimum of five years in a senior management role, either in the public or private sector.

This recruitment comes amidst significant changes within the government. In July 2024, President William Ruto made adjustments to his Cabinet, which saw some ministers replaced by opposition members. The reshuffle followed the impeachment of former Deputy President Rigathi Gachagua in October, and further changes, especially within the Legislative and Executive branches, are anticipated. This recruitment drive is seen as part of broader political and leadership shifts in Kenya’s government.

“Demonstrate an understanding of the goals, policies, and developmental objectives of the nation. Have demonstrable leadership and management capacity including knowledge of financial management and strategic people management," PSC announced.

Furthermore, the PSC requires that candidates demonstrate a thorough understanding of government policies, organisational structures, and functions. Applicants must also be able to show how they would apply this knowledge in their roles within the government.

Beyond technical qualifications, candidates are expected to have strong leadership capabilities, including expertise in financial management and strategic people management. They must be able to demonstrate their leadership skills, including their capacity to guide teams and manage resources effectively. This includes understanding and supporting the government’s development goals and policies.

Principal Secretaries will be responsible for overseeing financial and human resources within the ministries to which they are assigned. They will serve as the principal accountants and authorizing officers for their ministries, ensuring that resources are utilized efficiently and in accordance with constitutional and legal requirements. They will also be tasked with submitting statutory reports and ensuring that the values outlined in Articles 10 and 232 of the Constitution of Kenya are upheld.

“Ensuring efficient and effective utilization of Financial, Human, and other Resources in the State Department and submitting regular statutory reports as required. Promoting the values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya." PSC stated.

PSC Chairperson Anthony Muchiri emphasised that all applications should be accompanied by a detailed curriculum vitae, copies of academic and professional certificates, national identification or passport, and other relevant supporting documents. Applicants are also required to provide clearances from key government agencies. These documents, including scanned copies, must be submitted through the online application portal.

“Each application should be accompanied by a detailed curriculum vita, copies of relevant academic and professional certificates and transcripts, National Identity Card or Passport, testimonials, and other relevant supporting documents. Scanned copies of these documents must accompany an online application," the commission added.
