Roads agencies Kenha, Kerra bosses exit in twin resignations on same day

- Kenya National Highways Authority Director-General Kungu Ndungu also resigned from his role on Friday July 11.
The directors-general of two key roads agencies — the Kenya National Highways Authority (Kenha) and the Kenya Rural Roads Authority (Kerra) — resigned on Friday July 11.
Kenya Rural Roads Authority Director-General Philemon Kandie’s resignation means he leaves nearly two years before the end of his contract.
Appointed on April 13, 2022, Mr Kandie was named to the top job for a five-year period ending April 12, 2027.
Three-month notice
The agency’s board chairman Anthony Mwaura said insider Jackson Magondu had been appointed acting boss as Mr Kandie serves his three-month notice until October 10 when he formally exits.
“The Authority wishes to inform the general public of the resignation of Philemon Kandie as the Director General of Kenya Rural Roads Authority, effective 11th July, 2025,” Mr Mwaura said in a statement.
Before his appointment in an acting capacity, Mr Magondu served as the Director- Planning, Design and Environment.
Acceptance of the resignation
At the same time, the Kenya National Highways Authority Director-General Kungu Ndungu also resigned from his role on Friday July 11.
“The Board of Directors announces the acceptance of the resignation of Kungu Ndungu as Director General of the Kenya National Highways Authority, effective July 11, 2025,” Kenha board chairman Winfrida Ngumi said in a memo to staff.
The board named Luka Kimeli, currently serving as a director in the agency representing the Roads Principal Secretary, as the Acting Director-General.
