The Youth Fund board paid Sh180 million for a non-existent ICT consultancy contract, Youth Cabinet Secretary Sicily Kariuki has said.
Ms Kariuki said Sh5.9 million had been awarded for the same contract earlier and that there is documentary evidence that it took place.
