The Ethics and Anti-Corruption Commission (EACC) has said it has prioritised investigations into alleged fraud by Football Kenya Federation with regard to procurement of insurance cover for the delayed 2024 African Nations Championship (Chan).
The 19-nation tournament was co-hosted by Kenya, Uganda and Tanzania from August 2 to 30, 2025.
Documents seen by Nation Sport reveal that on August 4, 2025, just two days after the tournament started, Football Kenya Federation (FKF) wired $328,735 (Sh42.48 million) to Riskwell Insurance Brokers Limited. Documents from Insurance Regulatory Authority show that Riskwell Insurance Brokers Limited was not licensed to operate as an insurance brokerage firm in 2025.

It remains unclear whether the 2024 Chan had valid insurance cover as required by the Confederation of African Football (CAF). CAF required Football Kenya Federation, Federation of Uganda Football Associations (Fufa) and Tanzania Football Federation to take out an insurance cover as per the terms of hosting the delayed 2024 Chan.
On Thursday, EACC confirmed receipt of corruption allegation report touching on FKF.
“EACC confirms receipts of a report containing allegations of corruption at FKF. Upon preliminary review of the information provided, the Commission has prioritised the matter for investigation,” EACC responded to queries by Nation Sport over the matter on Thursday.
Whistleblower Ustadh Okello Kimathi brought the alleged fraud to light on Monday, revealing on social media that he had furnished EACC with full details. He added that he had also shared the documents with the FKF National Executive Committee (NEC) and National Assembly’s Committee on Sports and Culture. Mr Kimathi gave FKF’s National Executive Committee seven days to issue a public statement outlining its course of action on the matter, failure to which he would escalate the matter.
Riskwell Insurance Brokers Ltd was incorporated by registrar of companies on June 25, 2025. Its directors are listed as Mohamud Yarrow Ibrahim, Nyairo Tom Nyairo and Abdullahi Mohamud Sheikh. All of them are Kenyan citizens.
According to documents seen by Nation Sport , IRA on April 7, 2026 responded to an inquiry by one Joseph Mulwa from Mwingi regarding Riskwell Insurance Brokers Limited’s licensing status that the firm had not been registered to operate in the country.
As the industry regulator, IRA is tasked with licensing insurance companies and insurance brokerage firms in the country.
“Please note that we have checked our records on any information regarding Riskwell Insurance Brokers and we confirm that we have not licensed the broker for the year 2025 and prior years,” IRA Deputy Director, Licensing and Enforcement Wilson Wachira stated in a letter to Mr Mulwa dated April 7, 2026.
Riskwell Insurance Brokers Ltd is also missing from the list of the 237 companies that IRA had licensed to operate in the country as at October 31, 2025.
Nation Sport has also seen a letter dated July 17, 2025 in which former FKF General Secretary/Chief Executive Officer Harold Ndege informed the Chief Executive Officer of the 2024 Chan Local Organising Committee (LOC) Mike Rabar that as per CAF’s regulations, the federation had sought a general civil liability insurance cover with a policy limit of $30 million (Sh3.87 billion).
According to Ndege, only Takaful Insurance of Africa, Old Mutual General Insurance Kenya Limited and Britam Insurance submitted quotations for the cover.
Documents seen indicate that all the three insurance companies quoted lower premiums than the amount which was paid to Riskwell Insurance Brokers Limited. Notably, Riskwell Insurance Brokers Limited did not participate in the bidding process.
Takaful quoted $202,450 (Sh26,166,662), Old Mutual $207, 430 (Sh26,810,327), and Britam $226,013 (Sh29,212,180).
Documents show that Riskwell did not broker any deal involving Takaful, Old Mutual and Britam. Further, Riskwell had no VAT obligation between June 25, 2025 and January 1, 2026, did not file return during that period, and did not record any purchases or sales.
When reached for comment over the alleged fraud, LOC chairman, Nicholas Musonye requested for more time to put up a response. However, he did not respond to follow-up calls by Nation Sport nor did he call back.
“I have heard of the issues. Give me 20 minutes to combine an elaborate response,” stated Musonye who is in Uganda for a meeting on the 2027 Africa Cup of Nations finals.
On Thursday, FKF president Hussein Mohammed took to social media alleging a malicious campaign to tarnish his name.

“Once I started the process of cleaning the house, it was inevitable that corruption would fight back,” Hussein posted on X on Thursday.
“Through such a malicious campaign, a lifetime of sacrifice, dedication and investment to help develop our social fabric through sports can go up in smoke, just like that. Reputation ruined forever. I shall not allow it. In this regard, I shall be issuing a comprehensive response to these heinous fabricated allegations and all other planned propaganda. We know all their plans,” he added.
Previously, Mr Hussein had declined to comment on the allegations when Nation Sport reached out to him for comment.
