Public service • It is becoming increasingly apparent that some State officers, especially Cabinet secretaries, are ignoring the Public Officer Ethics Act and the principle of political neutrality by issuing unsubstantiated statements at rallies, says Douglas Kaumbuthu Aritho. “Is this a strategy to gain political patronage as a cover for their poor performance in office? Public service must remain focused on the citizens, not political survival.”
