Health confusion • The Ministry of Health has made a sudden about-turn from the use of OTP to biometrics in its Social Health Insurance Fund (SHIF), says Jotham Ndung’u. “It's time the ministry stopped its trial-and-error moves in healthcare delivery with a more coherent policy.
