Kenya, like many others, has a recurring fever it treats every five years with the same medicine that has never once worked. The patient, credulous and long-suffering and magnificent in his persistence, returns faithfully to the same pharmacy, hands over the same coins, and carries home the same useless remedy in a bottle with a different label. The fever breaks briefly. Then it returns. Moi exits, Kibaki arrives; Kibaki exits, Uhuru arrives; Uhuru exits, Ruto arrives, carrying a wheelbarrow as proof that this time, the medicine is different. It is not. The pharmacist is merely wearing a new coat.
In 2002, the country rose as one to remove Daniel arap Moi after twenty-four years of baroque misrule, and the morning after felt like resurrection.
Then Kibaki tore up the memorandum of understanding his coalition partners had signed, and the resurrection quietly decomposed into the familiar rot. In 2022, Kenyans dispatched Uhuru Kenyatta’s dynasty with notable enthusiasm, electing Ruto on the strength of a wheelbarrow metaphor and the promise that “hustler sasa ndio anatawala na anaelewa shida zetu ” (Hustler is now in control and understands our problems). Now, four years on, the same streets demand his removal, and the conversation has already begun about who should replace him in 2027.
The conversation is more sophisticated than it has ever been, which is perhaps the only thing worth celebrating in an otherwise dispiriting political landscape.
When I posed the question on my X account this week, whether Kenya was simply repeating the cycle of swapping faces while leaving the system intact, the response was remarkable. Tribal arithmetic barely featured. What came through, overwhelmingly, was structural frustration. Different names. Same system. Same results. Kenyans have begun to think institutionally, which is a form of political maturity.
Into this moment comes a complicating grief. Raila Odinga went to be with the Lord, and with him departed the single figure who, for two decades, served as the opposition’s gravitational centre. Whatever one’s assessment of his legacy, and there is much to assess, his absence has created a vacuum that is simultaneously a danger and an opening. Without a dominant opposition figure, fragmentation becomes almost inevitable, and a fragmented opposition hands Ruto re-election on arithmetic alone. X projections illustrated the math without mercy: a divided field of candidates produces a Ruto victory even where his actual support has collapsed.
Less obvious, though, is the opportunity this creates. For the first time in a generation, no single personality owns the opposition. The architecture can therefore precede the candidate, rather than being hastily constructed around whoever has the most name recognition. Kenya has never attempted this, but we should attempt it now.
What Kenya needs before 2027 is not another coalition. It needs a binding pre-election structural overhaul charter, built around guardrails that protect the electorate and trigger automatic consequences the moment they are breached. Every opposition principal must commit before any alliance is announced or any candidate is declared. Kenyans have been articulating its terms for years, in every election cycle and every post-mortem after every betrayal. An independent special prosecutor for corruption and public debt, operational within one hundred days of inauguration. A full sovereign debt audit, with every shilling tracked on a public digital platform. Mandatory lifestyle audits for all elected officials under Chapter Six of the Constitution, with automatic recall for violations. A constitutional referendum within eighteen months to entrench devolution and the independence of oversight institutions. Kenyans did not invent these demands last week. Every government since 1992 has received them with great seriousness and done absolutely nothing.
The 2002 Narc coalition demonstrated that broad opposition unity can defeat an entrenched incumbent. It also demonstrated what happens when that unity rests on nothing more binding than handshakes. Kibaki’s betrayal of the MoU was entirely predictable: a pact with no enforcement mechanism is not a pact at all, merely a press conference with promises. The 2027 charter must not repeat that error. Its guardrails must place the people themselves as the ultimate oversight authority, legally empowered to hold every signatory to account without waiting for a commission or a court to act on their behalf. The Gen Z generation proved in 2024 that civic pressure can move mountains. That energy now requires institutional form, or it dissipates into the next news cycle.
The candidate who leads this coalition matters less than the architecture that governs it. Any politician who refuses to sign has told you everything you need to know about their intentions. Voters are owed a contract before they are asked for a vote.
The X conversation has already done the intellectual work. The public knows what it wants. It wants removal and renewal simultaneously, working through the logic of how those two demands can be reconciled without abandoning either. The political class has not listened. That is the remaining problem, and it will not solve itself. Five years from now, Kenyans will either have built something new or be back at the same pharmacy: same coins, same bottle.
