County accused of hiring 100 illegally

The Nyandarua County Government has been accused of illegally hiring 100 senior health workers.
The county assembly heard the government hired workers in job groups higher than allowed by the law.
The matter came to the fore when Devolution ministry wrote to the county to express its displeasure with the manner the hiring was done.
Civil servants in some top job groups can only be hired by the national government through the Public Service Commission.
The county assembly has blamed the Public Service Board (PSB) secretary Jack Mbugua for the fiasco.
Rurii MCA Wahome Kamoche said Mr Mbugua should be investigated and send home if found guilty.

“He ignored summons to appear before us to explain how the anomaly occurred. He should be sacked for misleading the assembly,” he said.
Mr Kamoche lamented that actions by the official have forced the county government into illegal expenses.
“It is clear the person who issued them with employment letters does not understand his work and must therefore go,” he said.
The new workers will be demoted to lower job groups that counties are allowed to fill.
Other MCAs said Mr Mbugua did not act in isolation and therefore the entire PSB should be penalised, alongside any other department involved in the hiring.
Majority Leader Mwangi Gichuki said: “The entire Public Service Board should be held responsible.”
