In his statement, the DPP said that the orders follow the conclusion of investigations by the Ethics and Anti-Corruption Commission (EACC) into the alleged misuse of the money given to the county under the Kenya Urban Support Programme.
After concluding its investigations, the EACC recommended that the governor and the county officials be charged with various offences.
The DPP noted that the money given to Garissa County was diverted and not used for the intended purposes.
The money was meant for building of Qorahey market, re-carpeting of Garissa Township CBD roads and construction of a storm water drainage and pedestrian walkways.
But it was allegedly diverted between February and September 2019.
Governor Korane is accused of facilitating the misappropriation of the grant funds.
The DPP said there is sufficient evidence to support charges under the Anti-Corruption and the Economic Crimes Act, 2013 and the Public Finance Management Act, 2012.
