Mr Yussuf said Section 59 of the County Governments Act gives the public service board powers to hire and fire county staff.
The MCAs said they are deliberating on options to be taken against the county executive.
It was alleged that the 18 nominated MCAs were side-lined in the deal between the county executive and the elected MCAs.
Some Mandera County Assembly members (MCAs) have said that it was illegal for Governor Ali Roba to cancel recent mass recruitment of county staff.
Led by Guticha MCa Mohamed Ibrahim Yussuf, the group argued that recruitment and disqualification of any county staff is the responsibility of the county public service board and not the governor and his executive members.
