EACC summons 8 top Nakuru County officials over Sh22m irregular payment to law firms
Integrity Centre that hosts Ethics and Anti-Corruption Commission (EACC) offices in Nairobi.
The Ethics and Anti-Corruption Commission has summoned eight senior Nakuru County officials over claims of irregular payment of Sh22 million to uncontracted law firms.
Among those summoned are chief officers Evelyne Kakai (Finance) Charles Koech (Public Service), Gladys Kamuren (Gender and Youth), Martin Agai (Office of the Governor) and former Chief Officer Finance Department Joseph Malinda.
Also, on the list are County Attorney Caleb Nyamwange, Supply Chain Management Director Annemarie Kuria and Head of Budget Ashina Wanga.
In the letter signed by the commission's South Rift Coordinator, Kipsang Sambai, dated September 2, 2025, the EACC claims to be carrying out investigations relating to the use of funds by the county for legal services by officials of the county administration.
“To facilitate the investigations, please inform the persons listed below to appear for an interview and statement recording at our 5th floor assumption centre offices on the dates and times specified on our schedule below,” states the letter.
Confirming the summons, EACC head of Corporate Affairs said the commission needed the officers to record statements to shed light on a few issues that they are investigating.
“It is true we issued the summons as we need the officers to clarify some issues regarding the use of the funds,” said Mr Karuga.
The EACC took action following the directive by the National Assembly Public Accounts Committee to have the usage of the money probed.
The committee gave the directive when Governor Susan Kihika appeared before it to answer audit queries raised by the Auditor-General Nancy Gathungu in her 2024/24 financial report regarding the irregular hiring and payment to private law firms without approval from the county attorney.
The report states that payments were made to firms without contracts or supporting documents.
The governor, however, claimed the county attorney was the one best placed to respond to the questions.
