Cecil Otieno shooting: Court frees PS Fikirini's bodyguard on bond

A bodyguard attached to Youth Affairs Principal Secretary Fikirini Jacobs was arraigned on Wednesday before the Chief Magistrate's Court in Makadara over the fatal shooting of a man in Kariokor, Nairobi.
According to investigators, Rashid Charo allegedly discharged his firearm during the incident, fatally shooting Cecil Otieno Anyango.
Charo did not take a plea after detectives applied for more time to complete investigations. The court released him on a free bond of Sh20,000 and directed that the matter be mentioned on August 10, 2026, to allow police to continue investigating the suspected murder, contrary to Section 203 as read with Section 204 of the Penal Code.
According to the investigators' report, a group of rowdy youths allegedly demanded handouts from the Principal Secretary after he attended a function at a social hall in Kariokor.
"It is alleged that one Cecil Otieno boarded the Principal Secretary's official motor vehicle, prompting the driver to head towards Pangani Police Station while being pursued by members of the public on foot and on motorcycles. During the ensuing commotion, members of the public pelted the motor vehicle with stones, and in the course of the incident, Rashid Charo discharged his firearm, fatally injuring Cecil," part of the report states.
The report says well-wishers rushed the victim to Park Road Nursing Home, where he was pronounced dead while undergoing treatment.
Detectives told the court that the firearm, ammunition, and other exhibits recovered from the scene are yet to undergo ballistic and forensic examination.
"The firearm, ammunition, and other exhibits recovered in connection with the incident are yet to be submitted for ballistic and forensic examination, and the reports are necessary for the investigations. Several witnesses and other persons of interest are yet to record their statements," the report presented in court states.
A post-mortem established that he died from a single close-range gunshot wound to the chest.
