PS Fikirini speaks: I’ll cooperate with police

PS Fikirini Jacobs: I will cooperate with investigators in probe into Cecil Ouma’s fatal shooting

Youth Affairs Principal Secretary (PS) Fikirini Jacobs presented himself before the detectives at the Nairobi Regional Criminal Investigation Headquarters on Thursday.

The PS said that he had shown up in response to police summons to provide his account of the ongoing investigation into the fatal shooting of a youth mobiliser in Kariokor, who has been identified as Cecil Ouma. 

Speaking outside the station after giving his statement, the PS said that he would be available throughout the investigation to help the detectives find out what happened to Ouma.

“My commitment is that I will continue to make myself available for any investigation pertaining this tragic death. I will continue to make myself available upon request by investigation agencies who are actively digging to this so that ultimately we ensure that justice is done,” Mr Fikirini said.

He said that the death of Ouma was a tragic loss to the family, adding that no life should be lost under such circumstances.

“I have responded to an invitation by the investigation agencies to record my statement as to what really transpired and already, I think it was shared that seven people including three from my office have already been summoned and equally shared their side.”

Preliminary reports indicated that Ouma was allegedly shot dead by an aide attached to the PS after a youth empowerment programme at Kariokor, which was chaired by the PS.

The report from the police says that the late Ouma was pushed from the vehicle thereafter with gunshot injuries, and rushed by the locals to the nearby Park Road Nursing home, where he succumbed to injuries. His body was later moved to Chiromo Mortuary.

According to the detectives from Nairobi North Sub-County, seven people have recorded statements, including two bodyguards and one director from the Ministry of Youth Affairs.

The director who recorded statement is said to have been in the same vehicle with the PS when Ouma was shot.

As of Wednesday, two firearms had recovered from bodyguards attached to the PS and a number of people had been summoned to record statement.

"We recovered the guns so that they can be taken for ballistic examination to ascertain which one released the ammunition," a senior detective privy to the investigations said to Nation.

The detective also said that the PS was being expected at Nairobi Regional Police headquarters over the issue and how they will handle the two bodyguards.

Meanwhile, Ouma's family, friends and fellow youths from Kariokor are waiting for the post-mortem results at Chiromo.
