The Director of Criminal Investigations (DCI) boss Mohammed Amin has accused former Cabinet Secretary Raphael Tuju of deception, asserting that he was at his Karen residence the entire time he was allegedly missing.

Speaking at a press conference in Nairobi on Monday, Mr Amin said Tuju had misled the public, prompting the police to act swiftly to secure his home after receiving reports of his disappearance.

The DCI added that the family’s refusal to cooperate with investigators raised suspicions about the circumstances surrounding the incident.

“Following the denial of access, we deployed a multi-agency team to secure the residence and preserve the integrity of the investigation while obtaining the necessary court orders,” Amin said.

He stressed that the alleged disappearance was not genuine.

“Based on solid intelligence and meticulous forensic analysis, the DCI conclusively, and I am saying this without an iota of doubt, Tuju was physically present within his residence throughout the period in question. Even at the precise time his mobile phone was switched off at 18:18 hours on March 21, 2026, he was at his Karen residence,” Mr Amin said

He went on:” When confronted with the reality that police were closing in on the truth and that his deception could no longer be sustained, Mr Tuju chose to resurface, thereby confirming the investigators’ earlier well-founded suspicion that this was a carefully staged disappearance rather than a genuine case of abduction.”

“Accordingly, Raphael Tuju has been arrested and booked at the Karen Police Station to record a comprehensive statement explaining his whereabouts, the circumstances behind the abandoned motor vehicle, the reports filed by his family, and particulars of the so-called good Samaritans who gave him accommodation somewhere in Kiambu,” he said.

The former CS appeared publicly on Monday after being reported missing on Saturday. According to his family, Tuju and his driver disappeared while en route to a radio interview and his vehicle was later found abandoned on Miotoni Lane in Karen.

Murkomen: Judiciary must punish Tuju severely

Meanwhile, Interior CS Kipchumba Murkomen has called on the Judiciary to punish Tuju for inciting the public and causing unrest.

“I was on official duty from London when I received a call that Tuju’s family were claiming that he had been abducted...but investigations revealed he had switched off his phone, locked himself and slept in his bedroom,” said CS Murkomen while speaking at the burial of Tiaty MP William Kamket’s son Bill Ballot Kassait.

“I was told that the family went to report his disappearance at the police station but insisted that no one will be allowed to access his home. Today, the Inspector-General Douglas Kanja ordered the police to forcefully enter the premises because somebody cannot incite the public and cause unrest in this country in the name of abduction,” he added.

CS Murkomen alleges that when Mr Tuju heard police were at his gate, he called the media and issued a presser.

“This repetitive theatrics of self-abductions must come to a stop. I want to ask the Judiciary to be very vigilant...if not you are going to create a very bad culture in this country where people abduct themselves so that they can gain sympathy and to portray the government in bad light,” he said.

Suspicious car

Speaking to journalists at his home, Tuju said he went into hiding after noticing suspicious individuals following him on Saturday. He claimed that a Land Cruiser with no number plate was trailing him, prompting the evasive action.

“I turned onto Nandi Road. They were unable to follow me because they had to turn around. That is how I lost them,” Tuju said, recounting how he abandoned his vehicle and went into hiding.

He added that a family in Kiambu, on the border with Nairobi, provided him shelter until past midnight, after which he returned home.

After speaking to the press, Tuju was taken by police to Karen Police Station to record a statement, an exercise that his lawyers described as chaotic.

They alleged that Tuju was manhandled and sustained injuries, demanding that he be taken to Karen Hospital for medical attention.
