When Dr Raymond Vicky Omollo entered the Interior Ministry as Principal Secretary, he inherited one of the most feared and storied offices in Kenya’s post-independence history. It was an office that had produced men of immense influence, among them Hezekiah Oyugi, Zakayo Cheruiyot, Francis Muthaura, Francis Kimemia and Duncan Ndegwa.
Omollo, however, seemed cut from a different cloth. Appearing before the vetting committee on November 14, 2022, he projected calm and sobriety. For two hours, he answered questions and cast himself as a technocrat who would confront insecurity through data, systems and a more methodical war on crime. He spoke softly, with little of the menace that has often clung to the office.
That early impression now jars with the political storm around him. Last week, his name became the talk of the town after opposition legislators accused him of being behind the goons who attacked Vihiga Senator Godfrey Osotsi in a Kisumu restaurant. Though Dr Omollo has denied the allegation, he has already been drawn into the murky world of Kenyan politics, where silence rarely shields the silent.

The episode has also thrown fresh light on the man himself. At 43, he was already worth Sh450 million, arriving in office with deep pockets. To those who watched him closely, his seminarian looks made him seem almost too gentle for a job long associated with hard men and harder methods. Yet the Interior docket has always carried a brutal lesson for its occupants: power is never permanent.
That is what makes Dr Omollo an unusual figure in the office’s history. Unlike many of his predecessors and, and save for Dr Kibicho, he did not enter the ministry in the traditional mould of an Interior strongman. He was neither a hardened provincial administrator in the style of the old order nor a street-fighting politician. By training and temperament, he was something else altogether: a statistician, a scholar with a PhD in Biometry from Maseno University and a master’s degree in Applied Statistics from the University of Nairobi.
Before his appointment, he had served as Managing Director of the Lake Basin Development Authority. He also taught as an adjunct lecturer at Strathmore University and had previously lectured at the University of Nairobi. In the technical world of numbers and models, he built a reputation for quiet excellence, winning the Young African Statistician Award in 2008, 2010 and 2012.

On paper, his credentials seemed better suited to a planning brief. Instead, President Ruto handed him one of government’s most politically charged dockets, in keeping with his promise to break with convention.
But the Interior Ministry has little patience for quiet biographies. As Dr Omollo has discovered, it has a way of recasting its occupants in the image of the office, as it transformed Dr Kibicho.
At first, Omollo seemed content to stay in the background. Some read it as shyness; others thought he was simply overshadowed by his equally soft-spoken Cabinet Secretary, Prof Kithure Kindiki, as insecurity in the north grew into a matter of national anxiety. But in recent months, his name has emerged from bureaucratic anonymity into open political contestation. Opposition figures, within the broad-based arrangement, especially in Nyanza, have accused him of using the authority of his office to build support for President Ruto’s UDA in ODM territory. That is in addition to claims, which he denies, linking him to the sponsorship of goons. In response, he has struck back in the language of the state, promising action against gangs and lawlessness. The quiet statistician has thus found himself in the oldest trap of the Interior docket: the point at which administration and politics become impossible to separate.
For Dr Omollo, as history has taught previous holders, that is where the danger begins.
The names of those who came before Omollo are not only names in an administrative roll call. They are cautionary tales.

Dr Omollo can learn from Hezekiah Oyugi, whose career captured both the intoxicating power of the Interior docket and the loneliness that often follows its decline. Under President Moi, Oyugi was more than a civil servant but an institution unto himself. A product of the provincial administration, he understood the grammar of state control better than most, and after his 1986 appointment his influence flowed through provincial commissioners, district commissioners, security committees, tender boards and land boards. Few men came to symbolise the impunity of that era more fully. His name surfaced prominently in the controversy surrounding the assassination of Foreign Affairs minister Robert Ouko, and he was widely accused of frustrating investigations, including those involving Scotland Yard.
Oyugi stood at the centre of one of the harshest periods of state repression. His office became associated with the crackdown on Mwakenya, the climate of fear around Nyayo House and a security system that moved harshly against both real and perceived enemies of the state. Yet his story also carries the warning that power at the Interior ministry is never as permanent as it appears. The man who once operated near the heart of command died far removed from the fear, mystique and authority that had once surrounded him.
That is the lesson for Omollo. The Interior docket can make its holder look untouchable, but it is often at its most dangerous when it appears most powerful. It offers reach, fear and the illusion of permanence, yet history shows that the same office that elevates men can just as quickly isolate them.

Francis Muthaura was a different kind of bureaucratic giant. Polished, measured and civil, he was one of the few senior figures from the Moi era whom President Mwai Kibaki retained and trusted. He served in the Interior docket before rising to become Head of Civil Service and Secretary to the Cabinet. Muthaura represented the cultured face of the permanent state, the man who seemed to embody continuity and order. Yet even he was not spared the brutal revision of fortune that public office can bring. He left office not in quiet honour, but under the shadow of the International Criminal Court over the 2007 post-election violence. For a man who had risen so high in the bureaucracy, it was a humbling reminder that authority can collapse into personal legal peril.
Wilfred Kimalat’s story offers another lesson. During his tenure, ethnic clashes erupted in the Rift Valley, and the government faced criticism for appearing to look the other way. Later, he was suspended and taken to court on fraud charges, accused of swindling the government. Years after leaving office, he was still battling questions over property allegedly acquired irregularly. That is another pattern of the Interior docket: men enter it as custodians of state order and leave it trying to defend their own names, properties and legacies.
Zakayo Cheruiyot, who oversaw part of the transition from Moi to Kibaki, also moved through high office during a season of immense national drama — from the Nairobi bomb blast to international pressure over fugitives and the handover of Abdullah Öcalan. He, too, later faced legal scrutiny over Anglo Leasing scandal. In office, he had been useful to power. Out of office, he became vulnerable to the same state and public anger that once seemed to work in his favour.
Dave Mwangi followed a similar arc. He held a powerful office in a system where proximity to the presidency could create the illusion of durability. But he was later swept up in a corruption purge and charged in court. Once again, the lesson endured: men who seem fused to the State often discover that the State has no permanent friends, only temporary uses.

Then there was Francis Kimemia, the former seminarian turned tough administrator, one of the more formidable figures of the Kibaki years. Kimemia understood the hard edge of executive power and carried himself with the confidence of a man who knew where authority lay. Yet even such men eventually leave the stage and are overtaken by time, politics and new centres of influence. The office remains. The aura fades.
Dr Karanja Kibicho perhaps offers the most immediate parallel for Omollo. Before becoming one of the most consequential Principal Secretaries in the Uhuru Kenyatta years, Kibicho had been an academic, chairing the department of mechanical engineering at Jomo Kenyatta University of Agriculture and Technology. But once inside government, he became the face of a muscular state. He was admired by allies for his loyalty and toughness, feared by critics for his willingness to confront political opponents, and known for wielding administrative power with unusual boldness. For a time, he was among the most visible and potent officials in the republic, the kind of civil servant whose name carried political charge.

Yet even Kibicho became, in the end, a reminder of how transient power is. The same office that had made him central also made him expendable. The fierce energy of one administration rarely survives intact into the next. Men who are indispensable under one president can become liabilities, punching bags or relics under another. The system that elevates them also teaches them, often cruelly, that its loyalties are never sentimental.
So, as pressure mounts on him from political rivals, public suspicion and the weight of the office itself, the real question is not whether he is powerful. He is. The real question is whether he understands the oldest lesson of the docket he now holds: that power in Kenya, especially the kind concentrated in the Interior ministry, is never possessed. It is only rented.
And those who forget that truth, as Hezekiah Oyugi found rather late, almost always leave office learning it the hard way.
