Why DCI is going after 14 Nairobi hospital managers

At least 14 senior managers at Nairobi Hospital have been summoned by the Directorate of Criminal Investigations (DCI) to record statements over protracted leadership fights at the facility.

The 14 are expected in the coming weeks to appear before the DCI’s Economic and Commercial Crimes Unit (ECCU) to assist with investigations into allegations of mismanagement of funds and money laundering.

On Saturday, ECCU investigators led by Chief Inspector Martin Munene raided the hospital’s administration block and carted away documents and computers. During the operation, the investigators who targeted the accounts department and human resource unit took away dozens of files, payment vouchers and hard disks.

The search was extended to the private homes and offices of some of the 14 officials where more documents are said to have been confiscated.

The ECCU investigators were accompanied by officers from the Kenya Revenue Authority and the Assets Recovery Agency.

On March 21, the investigators obtained an order from a Nairobi court authorising them to raid the hospital, conduct a search and recover documents that will help them with investigations.

In an application filed at the Milimani Law Courts, ECCU investigators said they are probing various allegations and required to have full access to records and computers to facilitate their work.

In particular, the investigators said they were keen to recover documents that will shed light on the current and former members of the Kenya Hospital Association, financial statements of the hospital from 2015 to 2025 and details of the hospital’s annual returns for the period between January 2019 to March 2025.

The investigators are scheduled to return to court on March 27 for a review of compliance with the orders issued to the police and the management of the hospital.

The hospital has been facing a leadership crisis. Last week, the newly elected interim chairperson of the Medical Advisory Committee (MAC), Agnes Gachoki, reported to Kilimani Police Station that she was assaulted as she sought to attend a board meeting.

Dr Gachoki reported the assault at the DCI offices in Kilimani last Wednesday, a day after she was allegedly blocked from accessing the board meeting.

As Dr Gachoki made the complaint, another group from the same hospital moved to court seeking to have members who held a meeting on March 13 and elected interim officials held in contempt of court for proceeding with the special general meeting despite a court order.

Company Secretary Gilbert Nyamweya, in court filings, stated that an interim injunction was issued in December last year stopping members of the MAC from taking over office pending the determination of the case.

At the same time ousted chairperson Dr Chris Bichage has filed a fresh petition challenging his removal. In a case certified as urgent by the High Court, Dr Bichage said his removal and demotion not only undermined the independence and operational integrity of the hospital, but also jeopardised the interests of its members and subscribers.

Justice Moses Ado directed his lawyers to serve the documents on the hospital’s board as well as Dr Barcley Onyambu, who was appointed to replace him.

“The application is hereby certified urgent,” said the judge, directing the parties to appear before him on April 8 for directions on the case.
