United States of America, a country that has explicitly refused, at the highest levels of government, to allow anyone with Ebola onto its soil, is negotiating to place an Ebola quarantine and treatment facility in Kenya. At Laikipia Air Base.
This is in a country that has recorded zero cases of the disease, managed by a health system that cannot reliably stock paracetamol in its public wards. The facility will partly be staffed, presumably, by doctors whose union has already said, clearly and publicly, that they will not do it.
And somewhere in or around State House, someone thinks this is a good idea.
The Kenya Medical Practitioners and Dentists Union Secretary-General Dr Davji Atellah did not mince words. He accused the government of backdoor negotiations, warned that the country risked becoming a "containment colony," and stated plainly: "Kenya is a sovereign republic, not a geopolitical isolation ward."
That is the Secretary-General of the doctors' union -- the representative of the professionals this plan would conscript into managing one of the most lethal pathogens known to medicine, in a facility whose existence has not been debated in Parliament, explained to the public, or apparently cleared with professionals who could actually have to work there.
Now consider the American position, especially because it is instructive. Secretary of State Marco Rubio stated explicitly that the United States will not, under any circumstances, bring anyone infected with Ebola into the country. That is the policy of the nation designing this facility. This country that would literally blow up a test atomic bomb in their borders will not host a containment facility for Ebola. The country proposing to place an Ebola isolation centre in Kenya has formally decided that the appropriate response to Ebola is to keep it as far from American territory as possible.
The distance, in this case, is Kenya.
In April, the United States spent millions of dollars to extract a single American pilot after his plane went down in Iran. Just one man. America does not hesitate when it comes to bringing its people home. It will move heaven, earth, and a carrier strike group for one of its own. So when that same country decides that the right place to quarantine Americans exposed to Ebola is not American soil but in Kenya, they know exactly how serious Ebola is.
Into this equation walks President William Ruto and his regime, once self-proclaimed Pan-Africanist, now apparently in competition with himself for how many ways he can offer this country as a service to whoever calls. The pattern is the same, but it keeps finding new lows. When Emmanuel Macron needed a co-host for the Africa Forward Summit, after being rebuffed, disinvited, and expelled from large parts of the continent he once presumed to lecture, Ruto stepped forward. Macron, in a moment of accidental honesty, called him "crazy" for accepting. He meant it as a compliment. I’m sure State House took it as such. The rest of us understood it differently.
When Washington needed bodies to stabilise Haiti, a country in chaos, a mission with no clear mandate, no exit strategy, and no obvious Kenyan interest, our government volunteered our police officers. This while people were being abducted off Nairobi streets in broad daylight. While insecurity was a daily emergency. While rampant hooliganism moved through the country with the confidence of men who knew nothing would happen to them. Kenya's finest were sent to Port-au-Prince.
Performing for foreign audiences
The picture that emerges, if you step back far enough to see it whole, is of a state that has fundamentally reordered its priorities. France wants a military base? Welcome. Do they want to be excluded from being tried here for crimes committed here? Ah, of course! A facility for containing a haemorrhagic fever that has no business being in this country? Call my line, I’ll link you. The US needs a health buffer zone between Ebola and American airports? Kenya stands ready. The citizen at the centre of all this, the one paying taxes, burying children who died in school dormitory fires, watching their cost of living exceed their income month after month; that citizen is largely a logistical inconvenience in a country being offered, piece by piece, to whoever presents a request with enough zeros attached.
Kenya's health system did not fail by accident either. It was defunded, mismanaged, and deprioritised through deliberate choices made by the same government now apparently enthusiastic about hosting one of the world's most dangerous pathogens. Doctors go on strike regularly because the state cannot honour basic salary agreements. Hospitals run out of blood, gloves, and basic medication. The infrastructure required to manage Ebola (full personal protective equipment, negative pressure isolation wards, specialised training, decontamination protocols, adequate staffing) is not a mere gap. It is an absence. And the professionals who would be asked to fill that absence have, themselves, said as much.
There is a version of this where a well-resourced, well-compensated, fully equipped team of Kenyan health professionals might contribute to regional outbreak response capacity.
What exists here is a government that has grown so comfortable performing for foreign audiences that it has lost the ability to be embarrassed by what it performs. The doctors said no. The union said no. The logic of basic self-interest says no. But Ruto and Health Cabinet Secretary Adan Duale are still at the negotiating table, because someone asked, and in this administration, being asked is apparently reason enough. Kenya is not a containment colony. It should not require a union statement to establish that.
