The Kenya National Examinations Council (Knec) has unveiled a new digital system that will enable the instant verification of Kenya Certificate of Secondary Education (KCSE) certificates. This marks a decisive shift from the manual process that has long frustrated job seekers, employers, and universities.
Previously, applicants had to submit requests through the council’s portal, pay verification fees—Sh2,320 for local institutions, Sh3,480 for international checks, plus Sh1,392 for email delivery—and then wait up to 10 days for Knec staff to manually confirm authenticity. Employers and universities often complained of delays, while candidates risked losing opportunities as they waited for letters of confirmation.
Under the new system, Knec chief executive officer David Njengere said KCSE certificate records will be pre‑loaded onto a secure electronic platform. Users will then be required to enter certificate details, make payment via eCitizen, and instantly generate an authentication report. The process, powered by encrypted QR codes, eliminates human intervention and reduces the turnaround time from days to minutes.
“This innovation is part of our efforts to secure the integrity of certificates in Kenya. The system is efficient and will allow anyone with a smart phone to authenticate certificates issued by Knec. This only applies to certificates issued from 2023,” said Dr Njengere.
Mr Moses Kataka, the Knec principal examination officer TVET, explained that the council is using QR code for KCSE certificates issued from 2023 onward because they were digitised and encrypted using blockchain technology.
“What about certificates issued before 2023? Knec has provided an alternative: the e‑certificate system, an online platform designed to complement the QR code system. Since QR codes only support certificates from 2023 onwards, Kenyans with earlier certificates can still access digital verification through this e‑certificate service,” he said.
Mr Kataka said there is an online system where one can get an e‑certificate that can be verified digitally using the blockchain system.

The QR code system, branded TrueCert, transforms every KCSE certificate into a digital token. Unlike ordinary QR codes that simply link to a website, TrueCert codes contain an AES‑encrypted payload, a cryptographically locked package of student names, index numbers, and grades. Even if fraudsters generate their own QR codes, they cannot access the private decryption keys managed by Knec’s secure backend.
Verification begins with payment through eCitizen. Once the transaction is confirmed, the app’s scanner is unlocked. Users then scan the QR code printed on the certificate. The app decrypts the AES payload and cross‑checks it against Knec’s master database.
Green Flag (Verified): Appears when decryption is successful and the data matches Knec records.
Red Flag (Unverified): Triggered if the signature is invalid, data has been tampered with, or the certificate serial number is flagged as void.
The app is designed for high performance on Android devices, which dominate Kenya’s market, but is also iOS‑ready. It features intelligent capture technology to handle low‑light conditions and ignore background noise, ensuring accurate scans even in field offices.
“This is not a generic scanner. It specifically targets the AES‑encrypted sector of certificates issued from 2023 onwards. The result is instant –forensic‑grade validation,” said Knec ICT officer Francis Lekupe.
Previously, institutions such as the Kenya Defence Forces or universities had to wait weeks for certificate verification, delaying recruitment or admissions, he said. The manual process required Knec staff to cross‑reference archives, a slow and error‑prone task.
“Our clients could not have real‑time validation. We had backstreet certificates that looked original. The question was: how do we differentiate them from genuine documents? Advanced encryption is the answer,” said Mr Lekupe.
Mr Ahmed Mutanga, the deputy director of ICT, said, “People sometimes missed opportunities because of delays. We were waiting for Kenyans to present credentials that were not valid, then verifying and informing them. The new system cures that challenge.”
TrueCert employs AES‑256 encryption, a standard used by banks and governments worldwide. Student data is hashed and encrypted before being encoded into the QR code. Decryption keys are never hardcoded into the app; instead, they are managed via a secure backend handshake and protected by the device’s Trusted Execution Environment (TEE). Even if the app is decompiled, the secret remains safe.

“Knec risks suffering reputational damage if the certificates we issue cannot be trusted. That is why we partnered with our security printers in 2023 to introduce unique QR codes that can be scanned by a mobile phone to determine whether a certificate is genuine,” Mr Mutanga said during the ongoing annual educational assessment symposium.
The app offers a user‑friendly interface with six icons, including a dedicated module for digital certificate verification. Once payment is made, the scanner launches automatically. The decrypted data—student name, index number, mean grade—is displayed for final visual matching against the paper certificate.
The integration with eCitizen ensures compliance with Kenya’s National Digital Payments Policy. Every verification is recorded as a paid transaction, eliminating the need for manual receipts or physical payment slips.
The council believes the system will also strengthen Kenya’s reputation globally. “Before TrueCert, foreign universities faced logistical delays and weeks of correspondence to verify Kenyan candidates,” Knec noted. “Now, verification is instant, secure, and globally accessible.”
The digital shift is part of Knec’s broader modernisation agenda. By embedding cryptographic security into certificates, the council is not only protecting its reputation but also aligning with Kenya’s Vision 2030 goals of leveraging technology for efficiency and trust in public services.
The move also reflects a growing recognition that paper‑based security features are no longer sufficient in an era of sophisticated forgery. By combining physical certificates with digital validation, Knec has created a hybrid system that is both practical and resilient.
To obtain an e‑certificate, applicants must sign in to the portal, enter their email address, and receive a one‑time password (OTP) sent to their inbox. This secure login process ensures that only legitimate users can access the system. Once authenticated, the user can request an e‑certificate, which is then digitally linked to Knec’s blockchain records, guaranteeing authenticity and preventing forgery.
The introduction of both QR code verification and the e‑certificate system represents a dual approach by Knec: securing new certificates with cutting‑edge encryption while offering a digital pathway for older certificates. Together, these innovations ensure that all KCSE holders—past and present—can benefit from fast, reliable, and tamper‑proof verification.
