The implementation status of the 10-point agenda has triggered a fresh political clash, pitting the broad-based government camp against critics under the Linda Mwananchi movement amid political realignments ahead of the 2027 General Election.
The Linda Mwananchi camp, led by ODM Secretary-General Edwin Sifuna, Siaya Governor James Orengo and co-deputy party leader Godfrey Osotsi, described the March 7 anniversary as a day of political betrayal.
The camp, which opposes President William Ruto’s re-election, has accused the United Democratic Alliance (UDA) and some officials within ODM of betraying the legacy of former Prime Minister Raila Odinga .
However, President William Ruto and ODM party leader Oburu Oginga defended the arrangement, giving the deal a clean bill of health ahead of Tuesday’s Joint Parliamentary Group (PG) meeting.

Separately, Mr Sifuna officially announced the end of the cooperation agreement between the opposition party and the ruling United Democratic Alliance (UDA).
In Siaya, President Ruto said most of the agenda items had already been implemented and challenged critics of the deal.
“On Tuesday, we welcome them, the naysayers, the noise makers and those in between to come and listen to us. We know where we want to take this country. We have executed the 10-point agenda and we have a report to the members of our political parties and to the people of Kenya of what has been achieved in devolution, inclusion, fight against corruption, making government effective and in addressing the challenges that came with demonstrations and other issues,” Dr Ruto said.
A similar assessment was given by Dr Oginga, who said significant progress had been made in implementing the agenda items agreed upon by President Ruto and Mr Odinga on March 7, 2025.
“I want to tell you, my people, that the 7th was chosen deliberately because it was the anniversary of the broad-based government. It was not that the world was coming to an end on the 7th. It was not that ODM and UDA were divorcing on the 7th. The day was meant to give an interim report on the 10-point agenda,” he explained.
“We have gone through that report with the President. We have seen progress. There is a lot of progress that has been made. Yet some people are saying there is zero performance. They do not take time to go through the details of what is in the 10-point agenda and see what has been implemented and what has not.”
The political arrangement between UDA and ODM is anchored on an ambitious 10-point agenda designed to guide reforms on governance, economic inclusion, electoral credibility and institutional accountability.
The memorandum of understanding (MoU) was crafted to calm a nation shaken by protests, economic frustrations and the bitterly contested aftermath of the 2022 General Election.
President Ruto and Mr Odinga agreed to implement the National Dialogue Committee (NADCO) report in full, ensure inclusivity in budgetary allocations and public appointments, and expand economic opportunities for the youth.
They also pledged to strengthen devolution, fight corruption, curb wastage of public resources and conduct an audit of the national debt.
Other commitments included protecting the sovereignty of the people, ending abductions, respecting constitutionalism and the rule of law, safeguarding press freedom and upholding the right to peaceful assembly.
The agreement also promised compensation for victims of rights violations, a commitment to integrity in leadership and an end to opulence in government.
But Mr Sifuna, who spoke after Sunday service at AIC Mumbuni in Makueni County, ruled out any extension of the collaboration, citing Dr Ruto's administration’s lack of commitment to the implementation of the 10-point agenda, which was the cornerstone of the alliance. He also highlighted what he described as government violations of the agreement.
“March 7th, marked the deadline of the collaboration between UDA and ODM. It no longer exists. If anyone wants to extend the partnership, the only person authorised to do so is Raila Odinga, who is resting in Bondo. Go and get his signature if you can,” he declared.
The Nairobi Senator also criticised the committee led by ODM Deputy Secretary-General Agnes Zani, tasked with implementing the 10-point agenda, accusing it of failing to deliver on its mandate.
“Even after neglecting their duties, the committee continues to disrespect Mr Odinga. Instead of tabling the report to Kenyans on March 7th, as Baba directed, they postponed it to Tuesday. That is disrespectful. On Wednesday, we will table a parallel report detailing how the government has contravened the 10-point agenda,” he said.
Mr Sifuna was joined by MPs Babu Owino (Embakasi East), Antony Kibagendi (Kitutu Chache South), Caleb Amisi (Saboti), Danson Mwashako (Wundanyi), Kimilu (Kaiti), Thadeus Nzambia (Kilome) and Patrick Makau (Mavoko). The team held a roadside rally at Mukuyuni Township, accusing President Ruto of misrule.
On his part. Governor Orengo argued that some brokers within ODM had betrayed Mr Odinga’s vision, claiming they had abandoned the timeline for implementing the agenda items.
“Instead of March 7, 2026, being a day of joy and celebration of the MoU, it has turned out to be a day of betrayal and rage. Over 140 days after the tragic death of Raila Amollo Odinga, the destruction of his legacy and party is well on course under the stewardship of a cabal of brokers and opportunists,” said Mr Orengo.
Mr Osotsi shared similar concerns, arguing that most of the agenda items had not been fulfilled. He indicated that many MPs opposed to the arrangement would skip Tuesday’s meeting.
“They are now telling us that the 10-point agenda did not have timelines, yet the two principals issued a communiqué stating that a comprehensive report on the implementation status would be released at the expiry of the first year of the arrangement,” said Mr Osotsi.
“This meeting will be a betrayal to Raila, the Gen Z who went to the streets and the people of Kenya.”
Despite the criticism, President Ruto and Dr Oginga are planning to use the joint Parliamentary Group meeting to make major pronouncements on a possible pre-election coalition between UDA and ODM, based on what they say is the success of the agenda’s implementation.

National Assembly Minority Leader Junet Mohammed told the Nation that the meeting would outline a roadmap for coalition talks between the two parties.
President Ruto and Dr Oginga are expected to name their respective negotiating teams to guide the process as the two parties begin crafting a coalition ahead of the 2027 elections.
Mr Mohammed and National Assembly Majority Leader Kimani Ichung’wah on Friday sent invitations to Kenya Kwanza and ODM Members of Parliament to attend the meeting marking the first anniversary of the March 7, 2025, MoU.

“All members of the Kenya Kwanza Coalition and Orange Democratic Movement (ODM) are hereby invited to attend a joint Parliamentary Group meeting on Tuesday, March 10, 2026, at KICC,” the invitation by Mr Ichung’wah states.
The invitation lists the review of the 10-point agenda report — as resolved during a recent Parliamentary Group meeting — as a key item on the agenda.
The PG will also consider the policy implications of the resolutions contained in the report and deliberate on “other emerging national matters and parliamentary priorities within the framework of the broad-based engagement”.
“There is a major announcement that will be made in moving talks between UDA and ODM forward. A proper roadmap will be laid out, defining every step we will take going forward into the 2027 elections,” said the Suna East MP.
Mr Mohammed said more than 80 per cent of the agenda items had been implemented, noting that some provisions in the NADCO report require a referendum and therefore fall outside Parliament’s mandate.
He cited the creation of the Office of the Leader of Opposition, the Prime Minister’s Office and the two-thirds gender rule as proposals that can only be implemented through a national vote.
“I think over 80 per cent has been done, and we will demonstrate that during the PG. One of the conditions of the document was the fulfilment of the NADCO report. Reconstitution of the IEBC has been done, with the other eight items at different stages,” he said.
Despite legal challenges, he added that the issue of compensation for victims of police brutality had been addressed.
“The issue of compensation has been looked into comprehensively, including how to implement it. The money has been provided for in the supplementary budget,” he said.
