Wiper Party leader Kalonzo Musyoka is assembling a presidential campaign team comprising former technocrats, seasoned political strategists, and veterans of previous opposition campaigns, which is the clearest indication yet that he is aiming for the top prize.

The former vice president has also set up a secretariat to coordinate his campaign to unseat President William Ruto. Insiders say the team has been working behind the scenes for months, even while opposition leaders continue to negotiate forming a united front ahead of the next general election.

This campaign structure perhaps offers the clearest indication yet that Mr Musyoka is no longer content to play the role of coalition kingmaker or compromise candidate.

According to his allies, he is preparing for a full-scale presidential contest, backed by a professional campaign team, grassroots mobilisation structures, and a fundraising network stretching from local supporters to the Kenyan diaspora.

At the centre of the operation is former Commission on Administrative Justice Secretary and Chief Executive Officer Mercy Wambua, who has been appointed to head the campaign secretariat.

Ms Wambua, a former CEO of the Law Society of Kenya, replaces Zein Abubakar, who previously served as the head of the secretariat. 

The composition of the team reflects Mr Musyoka’s attempt to draw from the institutional memory of the Azimio coalition.

Among those involved are Azimio Executive Director Philip Kisia and Secretary-General Caroli Omondi, both of whom played central roles in managing the coalition's operations during previous election cycles. 

Their presence, together with seasoned strategists drawn from past opposition campaigns, suggests Kalonzo is seeking to leverage existing opposition structures as he positions himself for a possible presidential run in 2027. 

Also playing key roles in the campaign structure are former South Eastern Kenya University Vice Chancellor Prof Geoffrey Mwanza Muluvi, who is expected to provide strategic direction. 

Former Azimio operative Raphael Tuju is also understood to be among those advising the Wiper leader as he seeks to consolidate support within the opposition.

The team reflects a deliberate effort by Mr Musyoka to tap into experienced hands who have previously worked in national campaigns and understand the complex political arithmetic required to mount a serious challenge against an incumbent president.

Many of the figures now associated with the Wiper leader were involved in previous opposition campaigns led by Raila Odinga and bring with them years of experience in coalition building, messaging, fundraising and election management.

Political observers say the recruitment of individuals who worked in past opposition campaigns could also signal his intention to inherit part of the political infrastructure built around Raila's presidential bids.

The campaign is also banking on a strong diaspora network and a volunteer-driven grassroots movement that its architects believe can help build momentum across the country.

During a high-profile dinner event in Nairobi last week, Mr Musyoka formally unveiled part of the team and introduced Ms Wambua as the head of the secretariat.

"She is the pillar of this secretariat. She is young and able and I am sure that she will deliver. We will require all the volunteers that we can manage in this journey," Kalonzo said.

The event also offered a glimpse into the fundraising strategy that the campaign intends to pursue.

Unlike traditional presidential campaigns that largely depend on wealthy financiers and political patrons, his allies say they want to create a people-driven movement financed through small contributions from ordinary citizens.

"All we want is to ensure that Kenyans have owned his presidential bid. When we have that mama mboga contributing Sh100 to help him, then those are the people who will own this government and not the corrupt. We know that Kenyans will make him the President of the people who is accountable to the people and not the cartels," she said.

The strategy appears to borrow heavily from modern political campaigns that have relied on small donations from large numbers of supporters rather than a handful of wealthy benefactors.

Whether such a model can succeed in Kenya's highly competitive political environment remains to be seen, but the former vice president's allies insist that public dissatisfaction with the current administration presents an opportunity to build a citizen-funded political movement.

Makueni Senator Dan Maanzo disclosed that the campaign had already established structures inspired by successful international presidential campaigns and was actively mobilising support from both local and diaspora networks.

"We have launched a platform similar to the one that Obama used. There are many foreign friends who asked us to create this platform so that they can finance his campaign. For the last 15 years we have been helping Raila in his presidential campaigns and that is exactly what we are doing now," said Mr Maanzo.

"We already have a secretariat in place for the candidate and it is working internally as we wait to unite with the coalition principals. Very soon we will unveil the secretariat for the United Opposition."

According to Mr Maanzo, the campaign's strategy extends beyond fundraising and is designed to create a nationwide volunteer movement capable of reaching voters at the grassroots.

The digital platform allows supporters to register as volunteers and participate in mobilisation efforts within their local communities.

"This movement is led by the people themselves. There are several groups already working across the country. Kalonzo enjoys backing from leaders within the Azimio coalition and very soon you will see President Ruto isolated politically," he said.

The campaign is also placing considerable weight on Musyoka's political résumé, arguing that few contenders in the opposition can match his experience in government.

His allies are expected to make his over 40 years in public service a central pillar of the 2027 campaign, portraying him as a seasoned statesman who understands the workings of government and has accumulated valuable diplomatic and administrative experience.

Particular emphasis is being placed on his tenure in former President Mwai Kibaki's administration, which many Kenyans remember as a period of economic expansion and public sector reforms.

Strategists believe that the record could help position Kalonzo as a steady and experienced alternative at a time when concerns over governance and the economy dominate public discourse.

"He has worked in government with President Mwai Kibaki. He understands how to run government and he is a clean man. He served as a diplomat and knows how to tap into international networks that can benefit the country," Mr Maanzo said.

The senator also dismissed suggestions that divisions within the opposition could derail Kalonzo's ambitions, insisting that coalition discussions were progressing and that the opposition remained united in its determination to challenge President Ruto.

The unveiling of the campaign infrastructure comes at a time when the opposition is undergoing significant political realignment.

Former Deputy President Rigathi Gachagua has emerged as an influential figure within opposition politics, while former Interior Cabinet Secretary Fred Matiang'i, DAP-K leader Eugene Wamalwa, People's Liberation Party leader Martha Karua and other opposition figures continue to shape discussions around a possible united ticket.

Observers say the challenge is no longer whether he has sufficient political experience to run for president, but whether he can persuade Kenyans that he represents the future rather than the past. 

Prof David Monda, a political science lecturer at the City University of New York, argues that Mr Musyoka remains one of the strongest contenders within the opposition but still faces significant political hurdles.

"His strengths lie at the heart. He is the choice of the heart because he has spent many years as a running mate and has consistently positioned himself as a compromise politician capable of bringing different sides together," said Prof Monda.

That reputation has helped him survive Kenya's turbulent political landscape for decades.

However, Prof Monda argues that the same quality has also created doubts about his political identity. Because he has repeatedly played the role of coalition partner, some voters continue to view him as a supporting actor rather than the principal candidate.

According to Prof Monda, he must also overcome perceptions that he belongs to an older political generation at a time when many young voters are demanding fresh leadership.

"He appears as yesterday's man. A politician from the Kanu era who has repeatedly kept himself relevant in politics. Many young voters want a break from the past and that presents a major rebranding challenge for him," he said.

The challenge has become even more pronounced following the Gen Z protests, which fundamentally altered the country's political discourse and increased demands for accountability, transparency and generational change.

His campaign team will need to convince younger voters that his candidacy represents more than a continuation of Kenya's traditional political order. His prospects could ultimately depend on how coalition politics evolves over the next few months.

"In the broader political game, getting Mr Gachagua's support is key. He can either strengthen a united opposition or significantly complicate its prospects depending on the direction he chooses," he said.

His calm and conciliatory political style, according to the analyst, may not necessarily resonate with voters seeking a more confrontational challenge to President Ruto's administration.
