Details have emerged how Kenya’s Local Organising Committee (LOC) for the delayed 2024 African Nations Championship (Chan) did not oversee procurement of insurance cover for the tournament, and how the committee was kept in the dark over the controversial deal between Riskwell Insurance Brokers Limited, and Football Kenya Federation (FKF).
On Thursday, Ethics and Anti-Corruption Commission (EACC) told Nation Sport that it had prioritised investigations into the alleged fraud, in which the public may have lost Sh42.48 million.
On Monday, whistleblower Ustadh Okello Kimathi claimed on social media that FKF had wired $328,735 (Sh42.48 million) to Riskwell for procurement of insurance cover for 2024 Chan, yet the firm was not licensed by the Insurance Regulatory Authority (IRA) to operate as an insurance broker in 2025. It is unclear whether 2024 Chan had a valid insurance cover as required by the Confederation of African Football’s (CAF) statutes.
The delayed 2024 Chan was co-hosted by Kenya, Uganda and Tanzania from August 2 to 30, 2025. According to the hosting rights agreement for the tournament, CAF required each of the three host nations to procure a general liability insurance cover with a policy limit of $30 million (Sh3.87 billion).
Speaking on condition of anonymity for fear of victimization, a key member of Kenya’s LOC for 2024 Chan said since the committee lacked funds to procure the tournament’s insurance cover, it left the responsibility to the Ministry of Sports. Another LOC member added that the situation was further complicated by FKF’s insistence that it was the body mandated with running football locally and was therefore responsible for securing the tournament’s insurance cover.
“Ideally, the LOC should have been the one to look for insurance but without funding, that was impossible. LOC left it to the Ministry (of Sports) to source for funds and buy the insurance cover,” the member of the LOC stated.
Section 2(b) under Appointment and delegation in CAF Hosting Agreement requires members association (federations) to delegate key responsibilities for hosting its major tournament such as Chan and Africa Cup of Nations (Afcon) to an LOC.

“With CAF’s prior written agreement, each of the associations will delegate its rights and obligations under this Agreement to a local organising committee that has been validly constituted in accordance with CAF’s requirements (Local Organising Committee” or “LOC”) pursuant to a written agreement…”, reads part of the clause in CAF Hosting Agreement.
The LOC members said the committee consistently grappled with funding challenges, as a huge chunk of its budget was retained at the Ministry of Sports, which ran the show with regard to tenders and supplies for the tournament.
They disclosed that out of a proposed budget of Sh4 billion, then Sports Principal Secretary Peter Tum only approved a budget of Sh845 million for the LOC. The LOC received an initial disbursement of about Sh20 million in February 2025, and a second allocation of Sh100 million in July 2025. A huge chunk of the Sh100 million went into settling arrears which the committee had incurred, including staff salaries.
Yesterday, Kenya’s LOC chairman Nicholas Musonye did not respond to our queries regarding the controversial insurance cover. Mike Rabar, who served as the LOC’s CEO before being replaced on April 1, 2026 said: “Check with the Ministry (of Sports).”
LOC members who spoke to Nation Sport said Rabar had informed them that due to lack of adequate funds, the committee did not disburse any money for the purchase of an insurance cover. They said that Rabar confirmed to them that he did not receiving any funds from the Ministry of Sports for the insurance cover.
The LOC members could not confirm whether the tournament had an insurance cover, noting that in the run up to the continental showpiece, the Ministry of Sports procured several supplies and the committee did not stop to take stock of what had been purchased or not
“These discussions about Riskwell, some of us did not know. We learnt about it on social media like most Kenyans,” an insider said, alleging that FKF may have used the opportunity to source for a broker for the insurance cover.

Documents seen by Nation Sport show that FKF wired the $328,735 (Sh42.48 million) to Riskwell on August 4, 2025, just two days after the tournament had started. The money originated from Ecobank to an account in the First Community Bank Limited which is under Riskwell Insurance Brokers Limited.
The payment is addressed to FKF and bears the email address [email protected] as the account holder’s contact.
Nation Sport understands that Ecobank is where the Sh1.6 billion hosting rights fee for 2024 Chan was deposited, but it was not immediately clear whether the funds wired to Riskwell originated from the account.
Hussein and two CAF officials are the signatories in the Ecobank account in which Kenya deposited Sh1.6 billion hosting rights fees on CAF’s instructions. At least two signatories are required to authorize a withdrawal from the account. Transactions exceeding $200,000 (Sh25.8 million) require Hussein’s signature as one of the mandatory signatories.
Riskwell Insurance Brokers Ltd was incorporated by the registrar of companies on June 25, 2025. Its directors are listed as Mohamud Yarrow Ibrahim, Nyairo Tom Nyairo and Abdullahi Mohamud Sheikh. All of them are Kenyan citizens.
According to documents seen by Nation Sport , IRA on April 7, 2026 responded to an inquiry by one Joseph Mulwa from Mwingi regarding Riskwell Insurance Brokers Limited’s licensing status that the firm had not been registered to operate in the country. As the industry regulator, IRA is tasked with licensing insurance companies and insurance brokerage firms in the country.
“Please note that we have checked our records on any information regarding Riskwell Insurance Brokers and we confirm that we have not licensed the broker for the year 2025 and prior years,” IRA Deputy Director, Licensing and Enforcement Wilson Wachira stated in a letter to Mr Mulwa dated April 7, 2026.
Riskwell Insurance Brokers Ltd is also missing from the list of the 237 companies that IRA had licensed to operate in the country as at October 31, 2025. Only Takaful Insurance of Africa, Old Mutual General Insurance Kenya Limited and Britam Insurance submitted quotations for the cover, and quoted lower premiums.
