Nine members of the Football Kenya Federation (FKF) National Executive Committee (NEC) on Tuesday gave submissions to the National Assembly’s Committee on Sports and Culture, showing how a part of the federation engaged in the suspected Sh42 million insurance scandal linked to the 2024 African Nations Championships (CHAN).
Appearing at Bunge Towers in Nairobi, two rival factions within FKF faced the committee, chaired by Dan Wanyama, to respond to questions regarding ongoing internal wrangles at the federation and Kenya’s preparations for the 2027 Africa Cup of Nations.
The nine NEC members, led by Vice President McDonald Mariga, presented submissions outlining their concerns.
According to documents tabled by the NEC members and seen by Nation Sport, FKF allegedly engaged in a separate transaction despite the existence of a structured process under the Local Organising Committee (LOC).
“This was characterised by direct authorisation of payments amounting to USD 328,735 (approximately Sh42.7 million) by the FKF President, who was the sole Kenyan signatory to the relevant CAF–FKF Eco bank account,” the submission read in part.
The NEC members further claimed that the Finance Director was irregularly and verbally dismissed during the same period and has not been replaced, weakening key internal financial controls.
“As per the CHAN hosting rights agreement, each CAF member association was mandated to take out, at its own expense, a minimum recognised general civil liability insurance. The responsibility was delegated to the LOC by FKF as the member association, and not CAF, as has been purported by the FKF President,” the submission added.
When asked on the same earlier by committee member Suba South MP Caroli Omondi, Hussein dismissed the allegations, maintaining that he was not involved in the deal.

“I did not participate in this process, as it falls outside my area of expertise. I only shared communications with the relevant CAF procurement team and authorities regarding the process. I do not know who owns the company, have never interacted with its owners, and have no knowledge about them,” he said.
Committee chair Dan Wanyama questioned Hussein over the federation’s role in the insurance deal, insisting that CAF could not have acted independently within Kenya.
“CAF is not based in Kenya, and for them to operate in the country, they must do so through the federation. There must have been consultations, and they must have involved you, because CAF cannot come from Egypt and identify insurance companies locally on its own. FKF must have been involved in identifying the company that was awarded the tender to ensure this tournament,” said Wanyama.
In his earlier response, Hussein maintained that FKF did not pay for the insurance cover, stating that it was settled by CAF. However, Wanyama pushed back, arguing that payment responsibility did not absolve FKF of involvement.
“Just because FKF did not pay does not mean you were not involved. CAF paid using funds provided by the government for hosting rights, which is taxpayers’ money. You cannot run away from this. You must have given CAF directions,” he said.
The company was incorporated only 40 days before the start of the CHAN tournament, raising concerns about its preparedness and legitimacy.
The brokerage is not registered with the Insurance Regulatory Authority (IRA) and does not appear in the 2025 register of licensed insurance brokers. It also has a limited operational history and no demonstrable capacity to manage an insurance program of such scale and complexity.
Documents reviewed by Nation Sport on April 23, 2026, indicate that on August 4, 2025, just two days after the tournament had commenced, FKF wired Sh42 million to Riskwell Insurance Brokers Limited. Records from the IRA confirmed that Riskwell was not licensed to operate as an insurance brokerage firm in 2025.
CAF had requested FKF, the Federation of Uganda Football Associations (FUFA), and the Tanzania Football Federation (TFF) to procure appropriate insurance cover as part of the hosting requirements for the rescheduled 2024 CHAN tournament.
The Mariga teams also alleged that an FKF account, known as the Harambee Stars Management Board Account, a primary recipient of public funds, has been operated without oversight from the committee.
The committee has neither been provided with bank statements nor informed of transactions conducted through this account.
Further concern was raised over the hiring of a private jet reportedly costing Sh30 million to transport the Harambee Starlets to Tunisia for the return leg of the 2026 Women’s Africa Cup of Nations.
“The jet was arranged to take the girls to Tunisia even though the then Finance Committee chair, who was in office at the time, had already booked commercial flight tickets for the trip,” explained Robert Kenneth Macharia, NEC Member for Central.
“They exert pressure on the ministry to secure tickets. If commercial flights cost Sh4 million, why spend Sh30 million on a private jet?” Omondi wondered aloud.
