The African Union has adopted ‘Ensuring Sustainable Water Availability and Safe Sanitation Systems to Achieve the Goals of Agenda 2063’ as its official continental theme for 2026. The decision, made during the 39th Ordinary Session of the Assembly of Heads of State and Government in February 2026 in Addis Ababa, signals a renewed push to address persistent water insecurity, expand access to safe sanitation, and strengthen climate resilience across member states.
The theme aligns with the bloc’s long-term development plan, Agenda 2063. According to AU officials, prioritising sustainable water management is intended to support public health, economic transformation, and environmental sustainability, while promoting inclusive growth and human development across the continent.
In a statement, the AU said the Africa Water Vision 2026 would provide a strategic framework for advancing inclusive, climate-resilient water security across the continent.
It aims to strengthen integrated water resource management within the water-energy-food-ecosystems nexus, and to elevate water’s role in economic growth, job creation, and industrialisation.
In line with the Assembly’s decisions, the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment is leading implementation of the initiative.
The Africa Water Vision 2026 seeks “equitable and sustainable management of water resources for poverty alleviation, socio-economic development, regional cooperation, and environmental protection.” It is aligned with the AU’s broader vision of “an integrated, prosperous, and peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena.”
“Three out of four jobs in Africa depend on water, and up to 80 per cent of illnesses that affect labour productivity are linked to poor hygiene and sanitation,” the AU said, arguing that water must play a more central role in national and regional development planning.
By raising water’s profile in economic policy, accelerating infrastructure investment, and strengthening integrated resource management, including the water-energy-food nexus, the AU said the continent can unlock new opportunities for growth, decent jobs, and industrial transformation.
In his address to the Assembly, African Union Commission Chairperson Mahmoud Ali Youssouf described water as a collective good central to both development and stability. He linked the 2026 theme directly to Agenda 2063, emphasising that sustainable water management is essential for agricultural transformation, energy production, infrastructure expansion, and climate resilience.
Youssouf also framed the discussion against the backdrop of weakened multilateralism, restricted external financing, and fragile institutions in some African countries.
Claver Gatete, executive secretary of the UN Economic Commission for Africa, reinforced the economic stakes, describing water and sanitation as foundational infrastructure. Industrial parks, logistics corridors, and agro-processing hubs, he noted, depend on reliable water supply to remain competitive.
Without it, manufacturing costs rise and value addition stalls; leaving Africa dependent on raw material exports. Agriculture, which accounts for most of the continent’s freshwater use, remains largely rain-fed, exposing food systems to erratic rainfall and prolonged drought.
Financing emerged as a central challenge. Continental estimates show that achieving universal water and sanitation access by 2030 would require over $30 billion annually, far above current public spending. With many governments facing tight fiscal constraints and high debt servicing costs, scaling up infrastructure remains difficult.
The Commission unveiled a roadmap focused on governance reforms, policy coordination, partnerships, and innovative financing to mobilise public and private capital.
On the sidelines of the summit, leaders discussed African development finance. A delegation from the Intergovernmental Authority on Development (IGAD), led by Executive Secretary Workneh Gebeyehu, held consultations with African Development Bank President Sidi Ould Tah and other regional officials.
Ould Tah presented his vision for a New African Financial Architecture, aimed at deepening financial integration, strengthening coordination among African institutions, and mobilising sustainable resources for Agenda 2063. IGAD endorsed the plan, citing its alignment with its own Strategy 2026–2030, and voiced support for African-led financing to drive regional integration.
Climate governance featured prominently in the discussions. Delegates reviewed COP30 outcomes and their implications for Africa’s development priorities, climate finance architecture, and the balance between mitigation and adaptation. Leaders stressed the need to strengthen Africa’s collective position in future UN climate negotiations.
They also took stock of progress from the Second Africa Climate Summit in Addis Ababa (September 2025) and the Nairobi Declaration on Climate Change, identifying areas requiring renewed political momentum.
The Assembly examined the African Action Plan on Carbon Markets and the implementation of an African Gold Standard for carbon initiatives, one that prioritises environmental integrity, transparency, and measurable developmental benefits. Reports from the African Climate Commissions highlighted achievements but also noted persistent gaps in coordinating regional programmes.
The summit concluded with the election of Burundi’s President, Évariste Ndayishimiye, as AU Chairperson for 2026, succeeding Angola’s João Lourenço. The leadership transition carries the task of advancing water and sanitation priorities alongside climate diplomacy, financial reform, and conflict management.
By placing water security at the centre of its agenda, the 39th Summit recognised access to water and sanitation as fundamental to fiscal resilience, industrial competitiveness, and social stability, thereby linking development, climate, and governance in a single strategic framework for Africa.
