The once hyped Green Park Terminus project that was supposed to transform and to decongest Nairobi Central Business District (CBD) is under the supervision and management of people allegedly connected to top leadership of the county government.
According to the investigations by the Daily Nation, the park, which cost taxpayer’s Sh250 million during the reign of the defunct Nairobi Metropolitan Services (NMS), is under the control of the youths who are well-connected to top leadership in the county.
“Those people there are known in the corridors of City Hall. They are working for some people to manage the park by collecting the money from buses and vehicles which come to park into the terminus,” an officer at City Hall told the Daily Nation.

During the investigation, it appeared that those who collected the money were not Nairobi City County attendants in charge of parking within the city and would accept any amount of money from motorists in the event that they refuse to pay Sh300 for parking.
“Lipa bwana, hauwezitoka hivyo. Tumekuchungia gari kuanzia asubuhi,” one of the youths controlling the area said.
Every motorist whose vehicle passes through the entrance is forced to part with some cash for the parking boys. On a daily basis, the terminus is full to capacity as drivers of long-distance vehicles, as well as matatus operating within the county, take advantage of the dysfunctional system to park their vehicles during the day while awaiting peak hours.
According to the sources at City Hall, the youths who manage the terminus are well known and keep away the official parking attendants.
“The revenue is not coming to the county. Those boys are in charge of it and are known by leaders,” the source, who sought to remain anonymous said, adding that they were afraid that disclosing their identity would cost them their jobs or result in their being vilified by their bosses.

However, despite the fact-finding mission, Tiras Njoroge, the Chief Officer in charge of Revenue Administration, claimed that the facility was operational and generating revenue for the county government.
However, he failed to provide proof, stating that he would share a report to support the claim later. This report had not been shared by the time of going to press, and neither did the county address the issue of the youths who were managing the facility.
State of neglect
It also emerged that the county had approved the construction of a petrol station in the terminus, which is now fully operational.
In addition, according to sources, plans were at an advanced stage to lease part of the terminus to a Chinese firm for the construction of an electric vehicle charging point.
The Daily Nation also found that the facility was in a state of neglect, with some amenities barely functioning. The terminus was initially intended to serve as a drop-off point for long-distance vehicles, as well as for matatus operating along Mombasa Road and Ngong Road.

However, years after its completion, despite the county government carrying out tests to demonstrate how the terminus would operate, the area has been neglected and left in the hands of outsiders.
When Governor Johnson Sakaja took over in 2022, he suggested that the county should flatten the area, as the project had failed to fulfil its original purpose.
He indicated that the city was planning to build a large conference centre on the plot of land to make the most of its high value.
“Green Park Station is the most prime piece of land in East Africa, five acres in the CBD. It was not supposed to be a bus terminal. All of the trials that have been tried even during NMS time failed,” the governor said when he appeared in one of the local TV station.
