The Members of the Nairobi County Assembly on Tuesday adopted the cooperation agreement between the national and county government that was signed on February 17, 2026, at State House, Nairobi.
The deal gives President William Ruto and Nairobi Governor Johnson Sakaja the green light to actualise the cooperation in specific areas to work on to improve service delivery to Nairobi residents.
Among the functions that will be affected in the deal where the President promised to inject Sh80 billion include waste management, water distribution, the improvement of the road network across the city, as well as the sewer line.
Among the recommendations that the committee has approved for amendment to the initial deal from the State House are the separation of projects that should be implemented by the county government and national government.
The report also asked the Steering Committee to submit to the County Assembly a comprehensive and itemised list of all the projects to be implemented under the framework.
"The submission shall include detailed project descriptions, estimated costs, funding sources, implementation timelines, and designated implementing entities in order to promote transparency, facilitate aligemt with County budgetary and development frameworks and secure prior legislative awareness and effective oversight of the implementation roadmap," the report reads.
Also, the MCAs have demanded that all projects undertaken, whether independently or jointly pursuant to the cooperation agreement, shall, upon termination of the agreement, formally be handed over to the county government.
They have also pushed for the inclusion of the respective County Executive Committee members of the sectors to be affected to ensure that the oversight role is taken care of.
According to Nominated MCA Nasra Nanda, the deal has been approved since it followed the law, unlike the previous defunct Nairobi Metropolitan Services (NMS).
The agreement creates a joint financing framework aligned with the public finance management framework, and it seeks in particular to mobilise additional capital investment into the capital so that truly Nairobi can be positioned as a city that can compete with other leading cities," Ms Nasra said.

Majority Leader in the Assembly, Peter Imwatok, said that the deal will not inject the said money into the county executive accounts but will be managed by the national government in delegating duties to specific entities.
While some of the MCAs said a delay would be good for the locals, they have accused Governor Sakaja of failing to deliver services. They claimed that it took the intervention of the national government to improve services, which Mr Sakaja ought to have carried out in the last three years.
As such, some MCAs claimed they have started collecting signatures with the intention of impeaching the governor.
