Hundreds of ECDE programme officers are trapped in an administrative limbo following the transfer of pre-primary education to county governments.
They say that their salaries have effectively remained frozen at 2015 levels since their payroll status changed following the transfer to counties.
Prior to becoming ECDE programme officers, they were teachers employed by the TSC on permanent and pensionable terms.
Hundreds of Early Childhood Development Education (ECDE) programme officers are trapped in an administrative limbo, missing salary reviews, promotions and pension benefits following the transfer of pre-primary education to county governments.
Led by Peter Makara Ngure, the 313 officers have petitioned Parliament to intervene, arguing that their transfer from the Teachers Service Commission (TSC) to county governments in 2015 did not constitute termination of their employment.
