Linda Mwananchi to Ruto: You have betrayed Raila in death

The Linda Mwananchi team – a political movement opposed to the broad-based government – has described the 10-point agenda report released on Tuesday as a fraud and betrayal to the late Prime Minister Raila Odinga’s legacy.

In their report titled The Ten-Point Lies, the political camp poked holes on each and every agenda item, highlighting alleged non-implementation of the key areas of the agreement between the ruling United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM).

The first agenda of the agreement sought full implementation of the National Dialogue Committee (Nadco) report, which among others, saw President William Ruto and Odinga agree to audit the contested 2022 presidential election.

The Independent Electoral and Boundaries Commission (IEBC) declared Dr Ruto the duly elected President, but Mr Odinga and his Azimio La Umoja One Kenya Coalition claimed victory while alleging manipulation of the election outcome

In the report released on Tuesday, the Agnes Zani-led committee highlighted the reconstitution of the IEBC and Bills from the report that are pending in Parliament.

“No audit of the 2022 General Election has been done, while the process of reconstituting the IEBC was done by populating the electoral agency with individuals with known connections to powerful regime politicians,” report by Linda Mwananchi states.

The camp led by ODM Secretary-General Edwin Sifuna, co-deputy Party Leader Godfrey Osotsi and Siaya Governor James Orengo also highlighted how shortlisting rules were amended midway through the recruitment to allow certain candidates previously not shortlisted to be included in the interviews for IEBC commissioners.

Commissioner Hassan Noor Hassan was not in the previous shortlist, but was included for the interviews, and later appointed to the commission.

“Beyond this, the President has practically trashed any fidelity to multiparty democracy by attempting to kill or control other parties, witnessed in the folding of ANC party, the capture of UDM early on in this term and the incessant acts of manipulating the affairs of independent parties like ODM and Jubilee,” highlights the report.

'10 percent'

In their estimation, the camp places the highest progress report in implementing the agenda items at 10 percent.

“This document released yesterday (Tuesday) is of fraud. It is a shame that the largest party in the Republic of Kenya, with state power and all the resources, they even lack the content to do the business,” said Governor Orengo.

The governor known for his reform credentials and the fight for the second liberation, likened the deal between President Ruto and Mr Odinga as a ceasefire document that was used to contain the Gen Z siege.

“It was written at a time when Kenyans were out demanding for their rights, and the youth, particularly, were out demanding their rights in the context of what was happening in Kenya at that time. It was telling Kenyans, you know, hold fire. And we are holding fire for this 10-Point agenda to be implemented. And I can tell you, the hour has come. The hour has come. This is the time to begin the process of bringing change to Kenya,” said Mr Orengo.

“I'm very comfortable in my mind that Kenyans must come out now, not next year, not tomorrow, not next week, to claim their country together. And I can tell you, when the people are united together, nothing can stop us from achieving our goals.”

On the issue of compensation of victims of police brutality, the Linda Mwananchi team questioned how the Sh2 billion was arrived at. Mr Osotsi said the report by Dr Zani is silent about several youths facing court cases arising from the protests. He also questioned how much the state plans to pay the victims, saying that hundreds of youths have become victims of police brutality in the past protests and agitations for electoral reforms.

President Ruto on Tuesday said Sh2 billion has been made available in the supplementary budget to facilitate reparations of the families of those killed as well as those injured in protests.

“While life cannot be compensated, we can provide support to victims’ families. We have already identified victims from as far back as the 2017 demonstrations, allocated resources including Sh2 billion for compensation, and established a court-mandated panel to expedite the process,” said the President.

But in their report, the Linda Mwananchi team said any proposed framework under the charge of the President or the executive risks becoming another exercise in ‘whitewashing and cover-up rather than a vehicle for truth, justice, and accountability.’

The report notes that all state attempts would be a political ploy to shield state agencies, particularly the National Police Service, from accountability for the killings, injuries, and widespread violations against the citizens.

The leaders said the mandate to document, investigate, and facilitate redress for victims of state violence squarely lies with the Kenya National Commission on Human Rights (KNCHR), as provided for by the Constitution.

“Who decided that when you are raped, this is a compensation you should get? Who debated those issues? What about justice? What about accountability? Nobody talked about it because to them, you beat somebody, you maim them, you rape them, you dismember them, then you give them cash,” said Suba South MP Caroli Omondi.

The report states that even as President Ruto promised to have victims of police brutality compensated by June, the police have continued to teargas and shot supporters of the opposition politicians. For instance, the report highlighted the recent shooting in Kitengela where one person was shot dead during a rally convened by the Linda Mwananchi brigade.

The report also listed teargassing of rallies by the opposition in Kakamega as well as a vicious attack on a church service in Nyeri on January 26, 2026, at which women and children were injured.

On inclusivity in governance, the report notes that ethnic and gender exclusion persist. It states that the claim that the regime has hired 100,000 teachers is negated by the fact the Teachers Service Commission (TSC) letters were distributed through leaders aligned to the broad-based regime.

“Just recently, a trending list of appointments of Social Health Authority (SHA) county officers revealed that senior state officers still use their positions to largely reward their ethnic bases. In the meantime, at the national level, appointments within the executive arm of government and the security services still show a strong leaning towards the president’s ethnic community,” the report highlights.

On devolution, the team accused President Ruto’s administration of systematic claw back of devolved function. They cited the deal between the national government and Nairobi Governor Johnson Sakaja.

In the deal, Mr Osotsi said, the counties were to start receiving Sh450 billion. “That 450 billion shillings was tied to the financial year 2024/2025. We have just processed the budget policy statement which is talking of Sh420 billion.”

“He promised Kenyans that all devolved functions shall be transferred. Instead of him transferring functions to counties, he is taking over the functions of counties. You can see this stampede to build the markets in our counties,” said Mr Osotsi.

Mr Sifuna said March 7 marked the expiry of any deal between ODM and UDA.

“The Linda Mwananchi leadership has long held that the mandate of that committee was limited in time and scope. When they were appointed, it was stated in plain English that they would be required to present progress reports every two months, with a final report on March 7, 2026,” said Mr Sifuna.

“With their continued contempt of Raila's expressed intentions as stated in the document appointing the committee, they chose instead to do their own thing, releasing a report yesterday, not to the public as required by the appointing authority, but to a select few.”

On promoting and protecting livelihoods of young people, the report notes that youth unemployment remains persistently high at around 13 per cent, with underemployment much higher in rural areas, according to Kenya National Bureau of Statistics (KNBS). The report describes NYOTA program as unsustainable. The camp further accused President Ruto of failing to undertake a comprehensive forensic audit of the national debt as agreed under agenda seven.

On wastage of public resources, the report has highlighted expenditure by State House. State House has consumed its budgetary allocation for the current financial year just seven months into the year.

“President and his staff live luxuriously on the sweat of Kenyans. He routinely donates up to Sh20 million at harambees, with no explanation over the obscene amounts of money he flaunts around.”

Kitutu Chache South MP Anthony Kibagendi maintained that the Parliament is aiding corruption. He highlighted that the corruption is deeply rooted in the Ministry of Health and SHA, where money has been lost.

“I seat in the health parliamentary committee and I can confirm that we have a problem. We have a problem in the Ministry of Health from the personnel management, all the way to how SHA is being run. We have what is called conflict-of interest.”
