Museveni backed the project but said Kampala would concentrate on its planned refinery in Hoima.
The refinery is designed to serve markets in Kenya, Uganda, Tanzania, Rwanda, Burundi, South Sudan, Ethiopia and the Democratic Republic of Congo.

Ugandan President Yoweri Museveni, Ethiopian PM Abiy Ahmed, Benin President Romuald Wadagni and his Togolese colleague Jean-Lucien Savi de Tové were at the event, alongside former Nigerian President Olusegun Obasanjo.
